Abstract

Cette étude s'intéresse à la transition de la Pologne vers l'économie de marché, généralement considérée comme réussie. En effet, malgré une profonde récession et un niveau de vie toujours inférieur au niveau de vie moyen en Europe, la Pologne est parvenue à afficher des performances en termes de croissance bien supérieures à celles des autres pays en transition. L'auteur s'intéresse donc aux facteurs de ces performances, notamment au regard des débats académiques qui ont marqué la période (« thérapie de choc », « politique de privatisation gradualiste »…). Pour l'auteur, la Pologne doit sa réussite à l'émergence rapide d'un nouveau secteur privé plutôt qu'à une privatisation graduelle, ainsi qu'à l'augmentation des dépenses sociales, dont les conséquences sont aujourd'hui à déplorer. Il en conclut que la seule poursuite de la croissance économique ne saurait suffire à résoudre des problèmes structurels, qui nécessitent plutôt des réformes d'ordre institutionnel. Alors seulement, selon l'auteur, la Pologne pourra acquérir le rang de grande puissance régionale au sein de l'Union Européenne.
