Les démarches participatives en matière de politiques publiques : le cas de la propriété intellectuelle des innovations biotechnologiques

Abstract

Bien que l'intérêt de faire participer les parties prenantes à la prise de décision soit aujourd'hui accepté au sein des administrations publiques, nombre de décideurs politiques resteraient sceptiques quant à sa réelle valeur et sa faisabilité. Cet article vise ainsi à analyser les modalités de participation d'une pluralité d'acteurs, que les décideurs politiques disent utiliser pour répondre à la complexité de leur environnement décisionnel. Il s'appuie sur une expérimentation qui porte sur la propriété intellectuelle des innovations biotechnologiques et qui a été menée auprès de 40 décideurs politiques. Les résultats permettent de dégager les critères d'inclusion qui conditionnent le choix des parties prenantes à impliquer : le double-caractère de légitimité et de pouvoir, et leur capacité à se faire connaître et à s'organiser en groupe. De plus, les résultats montrent que leur implication peut s'inscrire dans trois démarches participatives distinctes, non mutuellement exclusives : les consultations, les interactions, les processus de travail en commun.
