Abstract

GPEC territoriale et évaluation du travail : essai d' analyse S i en France, à la fin des années 1990, la gestion prévisionnelle des emplois et des compétences (GPEC) étaient perçue comme étant en crise (Defélix & alii, 1997), la situation a évolué depuis, en particulier sous l'effet des lois de modernisation sociale (2004) et de cohésion sociale (2005). Au départ vue comme un instrument au service des entreprises pour prévoir et anticiper en matière de gestion des ressources humaines (GRH) (Gilbert & Parlier, 2003), la GPEC est depuis quelques années appréhendée comme un dispositif visant certes à aider les entreprises à mieux gérer leurs ressources humaines, mais aussi à sécuriser les parcours professionnels de leurs salariés dans un contexte économique incertain. En France, le cadre légal des années 2000 a ainsi fait de la thématique de la «flexicurité» l'une des orientations majeures de la politique de l'emploi, considérant la GPEC et plus largement la gestion des compétences comme une voie visant à aller dans ce sens (Déjoux, 2008). L'essor qu'a pris ces toutes dernières années la GPEC dite «territoriale» reflète pleinement cette évolution.
