Territorial attractiveness of the Guelmim-Oued Noun Region: a quantitative assessment using a synthetic index

Abstract

Dans un contexte marqué par l'ouverture économique et les impératifs de développement durable, les territoires sont confrontés de plus en plus à des défis intégrant des variables économiques, sociales et environnementales. En ce sens, la concurrence forte entre territoires implique la nécessité de trouver une alternative qui fera d'eux des territoires proactifs qui ne s'appuient pas seulement sur leurs ressources naturelles et génériques, mais plutôt sur la conception des politiques territoriales répondant aux enjeux de développement territorial. Au Maroc, le développement territorial des Provinces du sud est une priorité nationale. En particulier, la région Guelmim-Oued Noun (GON), priorité des acteurs locaux, nécessite des mesures concrètes pour renforcer son attractivité aux investissements, conformément aux ambitions de la régionalisation avancée. C'est dans ce cadre que cette étude propose une contribution analytique significative. S'appuyant sur une méthodologie quantitative par indicateurs, cette étude évalue le niveau de l'attractivité territoriale de la région GON par un indice synthétique couvrant la période 2015-2022. Les résultats mettent en évidence une amélioration de l'attractivité du territoire de la région GON, notamment en termes de création des opportunités d'emploi et du dynamisme touristique. Toutefois, cette amélioration demeure insuffisante au regard des attentes des décideurs publics régionaux et des besoins de la population locale, notamment dans des domaines clés tels que la création d'entreprises et le développement d'unités d'hébergement. Ce constat implique l'innovation de nouveaux vecteurs de promotion de l'attractivité de la région GON
