Abstract

The spread of Smart Cities and Smart Territories policies is accelerating in the world and in France. Although central, the question of their management and governance has yet to be widely studied. This article proposes an exploratory contribution focused on French local authorities and articulated around the question of the influence of the implementation of such policies on local governance. We show that local authorities involved in such projects have installed or are tending to install a proactive and open governance, marked by strong political and administrative leadership, mobilization of teams and agents, and a value co-creation approach with the territory's stakeholders. This last point, which is essential to move beyond a purely technological approach, is still an emerging issue in French local authorities.
