Abstract

Cet article vise à dresser un panorama chronologique de l'aide humanitaire et s'interroge sur le rôle et la place des acteurs qui oeuvrent dans ce milieu. Suite au développement de l'humanitaire, les bailleurs institutionnels se structurent autour d'une « administration humanitaire », et rationalisent leurs pratiques. Le type de gouvernance est vertical. Aujourd'hui, l'attrait du social pour les entreprises contribue à l'émergence de nouvelles initiatives. Le nombre d'acteurs augmente, cela nous amène à reconsidérer la gouvernance humanitaire non plus dans une perspective verticale (bailleurs-ONG) mais également dans une perspective horizontale c'est-à-dire au centre d'un réseau d'acteurs indépendants pouvant coopérer ensemble pour la satisfaction d'un objectif commun. Le rôle des bailleurs institutionnels n'est plus uniquement lié à l'administration humanitaire mais au management humanitaire.
