L'orientation entrepreneuriale comme vecteur d'accompagnement d'un élu local

Abstract

L'orientation entrepreneuriale constitue un concept éprouvé en sciences de gestion. Si les travaux qui lui sont consacrés concernent très majoritairement les entreprises privées et retiennent une approche quantitative, on assiste à présent à une aspiration au renouvellement de la recherche autour du concept (méthodologie, champ d'application...). Cette communication s'inscrit dans ce courant en abordant l'orientation entrepreneuriale des élus locaux par le biais d'une démarche d'accompagnement par la prospective. Son objectif consiste précisément à proposer la construction d'une méthode d'accompagnement entrepreneurial d'un élu local s'inspirant des pratiques dédiées aux candidats à la création d'entreprise. Pour ce faire, nous nous appuyons sur le concept d'orientation entrepreneuriale développé par Miller (1983) que nous mobilisons dans le cadre d'une démarche de type recherche intervention déployée au sein du Conseil Régional de Lorraine. Pour rendre compte de la construction de notre méthode, nous avons organisé cette communication en trois parties. Dans une première partie nous présentons le cadre théorique de notre recherche. Dans une seconde partie nous opérons une description du cadre de notre intervention, de la demande qui nous a été adressée et de notre méthodologie. Dans la troisième partie nous exposons les résultats, les apports et les limites de notre démarche d'accompagnement.
