On inefficiencies in the European sugar regime

Abstract

Sont étudiées trois sources d'inefficacité économique dans le régime sucre de la politique agricole commune. Le premier est dans l'allocation rigide qu'impose le régime actuel de quota difficilement transférable. Des simulations sont présentées sur l'impact d'un marché pan-européen des quotas. La seconde source d'inefficacité étudiée est le régime de financement des exportations du sucre "A" et "B". Bien que le régime soit neutre sur un plan budgétaire, une réforme de ces catégories de quotas, qui pourrait passer par une baisse du quota global, pourrait se révéler payante pour les agriculteurs.
