Abstract

Cet article étudie l'effet potentiel de la création d'un marché des quotas sucriers au sein de l'Union européenne. Un cadre analytique est développé en tenant compte de trois particularités du régime, à savoir la distinction entre deux niveaux de quota (A et B) ; la possibilité de produire hors quota pour le marché mondial ; et le mécanisme de prélèvement pour financer les exportations. L'objectif est d'évaluer comment la possibilité de transférer des quotas entre pays affecterait la production des différentes régions européennes. Environ 45 % de la production serait transférée. Une partie de la production passerait des pays du Sud et du Bénélux essentiellement vers la France, l'Allemagne et le Danemark. Cependant, une grande part des transferts prendrait place entre producteurs de différentes régions dans un même pays.
