The water sector in Italy

Abstract

In 1994 a reform of water services was approved in Italy introducing extensive innovations which heavely impacted the structure of the sector, both on the demand and on the supply side. One of the basic principles of the reform was vertical subsidiarity: an important role was assigned to local governments in establishing water districts (ATOs), in promoting and controlling district plans, in regulating tariffs. The Italian water sector is a complex system, made up of a large number of parts that interact in a nonsimple way. The first part of this essay tries to sketch briefly the legal framework of the Italian water sector in 2009. A second part describes the structure of integrated water sector, the economics and the management of the Italian water system.
