Eficiencia Técnica Del Sector Público

Abstract

El documento presenta una propuesta de medición de la gestión del sector público en Colombia para el período 2002 - 2010. La metodología de medición es construida a partir de una discusión teórica en la cual se especifica una primera frontera definida a partir de los conceptos de eficiencia técnica, eficacia y efectividad. Utilizando un modelo envolvente de datos una frontera óptima es especificada sobre la concepción teórica de eficiencia en el sentido de Pareto según la cual el coeficiente de eficiencia técnica es igual a 1 y los vectores de holgura que indican excesos en la utilización de insumos para obtener un nivel dado de producción son iguales a cero. Los principales resultados indican que los indicadores de desempeno basados en productividad de la inversión resultan inapropiados para implementar el concepto de eficiencia técnica en el sentido de Pareto porque no contrastan usos de inversión por lo que no miden vectores de holgura. Así mismo, las unidades de decisión con menores niveles de inversión y con menor cantidad de programas de inversión registran mejores coeficientes de eficiencia técnica ajustados en una frontera óptima de mejores prácticas institucionales.
