Análise Da Cadeia Produtiva Da Caprino-Ovinocultura Em Garanhuns

Abstract

A caprino-ovinocultura na região Nordeste tem grande importância tanto econômica quanto social, devido ao fato dos animais terem uma boa adaptação ao clima e a alimentação, muitas vezes escassa, disponível na região. A compreensão das cadeias produtivas locais permite a proposição de melhorias no setor a fim de torná-lo mais eficiente. Na caprino-ovinocultura a eficiência ocorre através da oferta aos consumidores de carnes de melhor qualidade, animais jovens, constância de oferta, segurança alimentar e preços competitivos. O resultado da eficiência do sistema produtivo seria de uma maior rentabilidade, uma inserção em novos mercados, ou seja, numa maior competitividade de todo setor. Nesse sentido objetivou-se realizar uma análise descritiva da cadeia produtiva da caprino-ovinocultura no município de Garanhuns com observância nos aspectos relacionados a estrutura de governança e grau de simetria de informação para a proposição de arranjos de maior coordenação da cadeia. Concluiu-se que em Garanhuns a cadeia produtiva da caprino-ovinocultura tem uma série de problemas devido, especialmente, à falta de comunicação e articulação entre os elos da cadeia, os produtores rurais desconhecem o destino final das carnes, desconhecem os interesses do consumidor final e não vêem a necessidade de se inteirar dessas informações. Apesar de culturalmente muito aceita, na região, a carne de caprinos e ovinos, verifica-se dificuldade em possível ampliação de oferta para mercados mais exigentes e distantes, devido à baixa qualidade, descontinuidade de oferta e reduzido mix de produtos. A assimetria de informações e a ineficácia da fiscalização sanitária inviabilizam a eficiência da cadeia no município, dificultando a melhor adequação do produto ao consumidor final o que gera perdas que são distribuídas ao longo da cadeia, especialmente, aos produtores que tem o menor nível de informação do setor.----------------------------------------------The sheep and goat farming in Northeast Brazil plays an important role for economical and social reasons due to the good adaptation of the cattle to environmental conditions and food offer, most of the time scarce and not plenty available in the Region. By understanding the local productive chains, farmers would able to implement structural improvements in order to make the production process more efficient. In sheep and goat farming business, efficiency is more visible as consumers of meat and dairy products are offered better quality items, constant supply, food safety programs and competitive prices. The productive system results would be even more profitable with new markets shares and competitive production process. This study aims to describe on analytical basis the productive chain of the sheep and goat farming in Garanhuns, Pernambuco, Brazil, observing crucial aspects related to governance structure and information interchange system in order to propose important arrangements for the productive chain. In Garanhuns, the sheep and goat farming business presents a couple of problems, especially lack of communication and articulation between the involved parts of the production chain. Other important problem is that local farmers neither know the market and consumer's interests nor think it is important to know something more on the business. Despite being very popular among local population, sheep and goat meat faces market problems due to the low-level quality control, discontinued supply, and reduced offer of products. Lack of reliable data and inefficient sanitary inspections make the business unprofitable, unviable and unsustainable. These factors combined cause economic and social losses distributed along the whole production chain. Small producers' losses are particularly more important because they don't have access to data and information of the entire productive chain.
