Abstract

Klimaanpassung ist als Handlungsfeld der Raumordnung durch die Deutsche Anpassungsstrategie an den Klimawandel sowie Beschlüsse der Ministerkonferenz für Raumordnung identifiziert. Gemäß Klimaschutzgesetz Nordrhein-Westfalen (Entwurf) sind die negativen Auswirkungen des Klimawandels durch abgestimmte Anpassungsmaßnahmen zu begrenzen. Raumrelevante Erfordernisse sind im Regionalplan festzulegen. Kennzeichnend für viele der Herausforderungen, die sich aus dem Klimawandel ergeben, ist die ihnen innewohnende Unsicherheit, die Anpassungsflexibilität erforderlich macht. Ein möglicher Ansatz basiert auf dem No-Regret-Pronzip. Am Beispiel des Hochwasserrisikomanagements wird dies beispielhaft erläutert.
