Zukunft der Regionalplanung in Nordrhein-Westfalen

Abstract

Die Inhalte und Regelungen einer auf aktuelle und zukünftige räumliche Anforderungen ausgerichteten Regionalplanung erfordern eine Einbeziehung neuer Themen und eine stärkere strategische Ausrichtung. Dabei sind nicht nur landesplanerische Vorgaben rahmensetzend, es gilt auch, durch den Einsatz von strategischen Leitbildern und die Organisation transparenter Regionalplanungsprozesse die Einbindung der Bevölkerung zu erhöhen. Um zukünftig die bestehenden Raumqualitäten in Nordrhein-Westfalen zu sichern und weiterzuentwickeln, sind zum einen die Datengrundlagen zu qualifizieren und für ein Regionalmonitoring aufzubereiten. Zum anderen sind Prognosen und Szenarien zur Visualisierung von komplexen Sachverhalten ebenso geeignet wie ergänzende Erläuterungskarten und Fachbeiträge, um Planaussagen für die fachliche und politische Diskussion zu kommunizieren. Informelle regionale Konzepte dienen nicht nur der Konsensfindung, sondern können zur regionalen Kooperation beitragen und mit raumordnerischen Verträgen verlässlich kombiniert werden. Dies gilt insbesondere auch für aktuelle Herausforderungen des demografischen Wandels und des Klimaschutzes, verbunden mit dem Ausbau erneuerbarer Energien sowie mit Maßnahmen zur Klimaanpassung. Der vorliegende Band ist in zwei Teile gegliedert: In Teil A ("Positionen zur Zukunft der Regionalplanung in Nordrhein-Westfalen") werden die zentralen Diskussionsergebnisse der Arbeitsgruppe als Empfehlungen an die Landes- und Regionalplanung in Nordrhein- Westfalen zusammengefasst dargestellt. Grundlage für die Empfehlungen bilden die Befunde der vertieften Auseinandersetzungen in Teil B des Bandes ("Zentrale Herausforderungen für die Regional- und Landesplanung in Nordrhein-Westfalen"): Im Einzelnen sind dies "Akzeptanz regionaler Planungsprozesse und -ergebnisse", "Demografischer Wandel - kann Regionalplanung helfen?", "Klimaschutz und erneuerbare Energien" sowie "Klimaanpassung: Handlungsfelder für die Raumentwicklung - vertiefend diskutiert am Beispiel Hochwasserrisikomanagement".
