Abstract

Die Region gewinnt als planerischer Handlungsraum immer mehr an Bedeutung. Regionale Kooperationen und Initiativen nehmen zu oder werden vermehrt gefordert, interkommunale Vorhaben werden als zukunftsweisend angesehen. Doch stellen fiskalische Fragestellungen bei Kooperationen häufig ein Hindernis dar, denn der Nutzen von regionalen Vorhaben muss die kommunalen Akteure auch aus dieser Perspektive überzeugen. Dieser Artikel befasst sich mit potenziellen fiskalischen Effekten, die aus Vorhaben der Siedlungsentwicklung resultieren, und diskutiert das Thema Kostentransparenz für Abstimmungsprozesse auf regionaler Ebene. Der Fokus liegt dabei auf den Herausforderungen der Nutzenseite, also den kommunalen Einnahmen, im Rahmen eines derzeit entwickelten Instrumentes zur Bereicherung von Abstimmungsprozessen.
