Begleitende Evaluation des sechsten zivilen Luftfahrtforschungsprogramm (LuFo VI) des Bundesministeriums für Wirtschaft und Klimaschutz (BMWK): Förderzeitraum 2020-2024

Abstract

Die Publikation umfasst die Ergebnisse der begleitenden Evaluation des sechsten zivilen Luftfahrtforschungsprogramm (LuFo-VI) des Bundesministeriums für Wirtschaft und Klimaschutz (BMWK). Durch LuFo-VI wurden im Zeitraum von 2020 bis 2024 Forschungs- und Technologievorhaben im Bereich der zivilen Luftfahrt gefördert. Ziel des Programms war es, die technologische Basis der Luftfahrtforschung in Deutschland zu verbessern. Dafür setzte das Programm an den bestehenden Marktunvollkommenheiten an, die sich aus spezifischen Charakteristika des Innovationssystems im Bereich der Luftfahrtforschung in Deutschland ergeben. Die Evaluation baute auf dem bereits vorliegenden Evaluationsplan auf basiert auf einer Methodentriangulation, d. h. unterschiedliche Akteursperspektiven, Datenquellen und Analysestrategien (qualitativ und quantitativ) wurden im Evaluationsdesign berücksichtigt und miteinander verzahnt. Zum Einsatz kamen hierbei verschiedene Erhebungs- und Auswertungsmethoden. So wurden Ökonometrische Vergleichsgruppenanalysen durchgeführt, sowie technologische Fallstudien unter Anwendung des Process Tracing. Der Evaluationsauftrag umfasste den Zeitraum vom Zeitpunkt der Auftragserteilung am 31. Januar 2023 bis zur Abgabe des Abschlussberichts bei der EU-Kommission am 30. Juni 2024.
