Kurzfristige Perspektiven ausgewählter Rohstoffpreisentwicklungen - ein Update: Gutachten für das Ministerium für Wirtschaft, Industrie, Klimaschutz und Energie des Landes Nordrhein-Westfalen

Abstract

Die Entwicklung der globalen Rohstoffpreise zeichnete sich in den vergangenen Jahren durch eine starke Dynamik aus. Im Zuge der Erholung vom pandemiebedingten Einbruch der Weltwirtschaft kam es zu deutlichen Preisanstiegen bei einer Vielzahl von Gütern und Lieferschwierigkeiten bei Vorprodukten wurden für viele Unternehmen ein relevanter produktionshemmender Faktor. Im Zusammenhang mit dem russischen Angriffskrieg gegen die Ukraine hatten sich zudem die Preise für Energierohstoffe zwischenzeitlich stark erhöht. Zudem zeigten sich vermehrt geopolitische Spannungen, wie etwa bei dem Konflikt zwischen China und Taiwan. Auch aufgrund dieser Entwicklungen ist die Versorgungssicherheit mit Rohstoffen stärker in den politischen Fokus gerückt. Vor diesem Hintergrund wird in diesem Kurzgutachten zunächst die Entwicklung der Rohstoffpreise der vergangenen Jahre dargestellt und diskutiert. Relevante Güter bzw. Gütergruppen werden dabei auch gesondert betrachtet. Hierzu zählen Güter, deren Preise während der Corona-Pandemie und der nachfolgenden Probleme mit den internationalen Lieferketten im Mittelpunkt standen. Einen weiteren Schwerpunkt der Analyse stellen die Preise von kritischen Rohstoffen dar. Ausgangspunkt dieser Analyse ist die Verordnung über kritische Rohstoffe (Critical Raw Materials Act) der Europäischen Union (EU) und die von der EU-Kommission identifizierte Liste kritischer Rohstoffe. In Hinblick auf die Versorgungssicherheit sind dabei etwa die Bedeutung einzelner Länder als Rohstofflieferanten in den Märkten für bestimmte Rohstoffe und Möglichkeiten zur Substitution von Relevanz.
