Die Schätzung der NAIRU in einer korporatistischen Wirtschaft

Abstract

Die natürliche Arbeitslosenquote oder NAIRU (non-accelerating-inflation rate of unemployment) gilt seit Jahren als ein wichtiger Konjunkturindikator. Die Schätzung dieses Konstruktes ist allerdings mit großen Schwierigkeiten verbunden. Die Studie geht auf die theoretischen Grundlagen des Konzeptes der natürlichen Arbeitslosenquote ein und erörtert, wieweit dieser Ansatz, der für eine Volkswirtschaft mit ausgeprägten marktwirtschaftlichen Prinzipien entwickelt wurde, auch auf eine Volkswirtschaft angewandt werden kann, deren Entwicklung von einer Vielfalt von wirtschaftspolitischen Eingriffen bestimmt ist. Wenn die Wirtschaftspolitik in den Arbeitsmarkt und die Preis- und Lohnbildung eingreift, muss auch das Verhalten der wirtschaftspolitischen Instanzen in die Analyse der NAIRU einbezogen werden. Diese Fragen werden anhand der Wirtschaftspolitik in Österreich, das ja als Modellfall eines korporatistischen Landes gilt, diskutiert.
