Abstract

Die regionale Arbeitsmarklage und -anpassung der Beitrittsländer ist in vielen Bereichen durchaus mit den "stilisierten Fakten" in der EU vergleichbar. Wie in der EU wird ein Großteil der regionalen Beschäftigungsveränderungen über eine Anpassung des Arbeitskräfteangebotes bewältigt, Migration spielt eine untergeordnete Rolle. Wesentliche Unterschiede zu den EU-Ländern bestehen etwa in der geringen internen Migrationsneigung in den Beitrittsländern; sie dürfte eine Ursache für die relativ hohen Arbeitslosenquoten sein. Wirtschaftspolitische Maßnahmen zur Stärkung der Fähigkeit der regionalen Arbeitsmärkte zur Bewältigung des erforderlichen Strukturwandels sollten daher noch stärker als in den EU-Ländern die räumliche Mobilität (aber ebenso die berufliche und Branchenmobilität) der Arbeitskräfte erhöhen.
