Verbraucherpreisentwicklung in Deutschland und ihre Einflussfaktoren

Abstract

In den 90er-Jahren ist der Verbraucherpreisanstieg weltweit deutlich zurückgegangen. Die moderate Preisentwicklung auf den Weltrohstoffmärkten, der im Zuge der Globalisierung verschärfte internationale Wettbewerb und die stabilitätsorientierte Ausrichtung der Geldpolitik haben hierzu wesentlich beigetragen. Außerdem haben Deregulierungen und Liberalisierungen vormals staatlich kontrollierter Sektoren den Wettbewerb gefördert und den Preisdruck gemildert. Der weit verbreitete Befund, dass Preise für Dienstleistungen rascher steigen als Warenpreise, ist nicht mehr aufrecht zu halten. Neue Technologien im Kommunikations- und Informationssektor haben Dienstleistungen international mobil gemacht und auch in diesem Sektor Produktivitätsspielräume geöffnet. Entscheidend für die Analyse der Preisentwicklung ist die Wettbewerbsintensität in den einzelnen Wirtschaftsbereichen. Für Deutschland ist nachweisbar, dass sich der Preisauftrieb in jenen Dienstleistungssparten deutlich beruhigt hat, in denen sich der Staat zurückzieht. Dort, wo der Staat noch immer in die Preisgestaltung eingreift, ist der Preisdruck dagegen überdurchschnittlich groß. Im Jahr 2000 bleibt das Preisklima hierzulande ruhig. Lediglich in den ersten Monaten sorgen Basiseffekte für etwas höhere Teuerungsraten. Ab April sinkt der Preisanstieg jedoch wieder unter die 1,5-Prozent-Linie.
