Abstract
This manuscript investigates the role of social media as “digital bridges” which link individuals, groups, and organizations within a community in post‐disaster recoveries. By synthesizing research from disaster studies, social capital theory, and digital communication literature, the paper draws on empirical evidence on social media supporting situational awareness, community mobilization, digital storytelling, and cross‐cultural solidarity. Simultaneously, it also examines the problems of fake news, social media apartheid, surveillance dystopia, and the fleeting nature of online solidarity. Instead of a general literature review, the article provides an integrative conceptual synthesis that connects theory to policy and practice. It concludes with concrete suggestions for policymakers, platform designers, and recovery specialists who want to leverage social media's connecting power while reducing its separating dangers. 本文探讨了社交媒体在灾后重建中作为“数字桥梁”的作用, 它将社区内的个人、群体和组织联系起来。文章综合了灾害研究、社会资本理论和数字传播文献, 并借鉴了社交媒体在提升情境感知、动员社区、数字叙事和跨文化团结方面的实证研究。同时, 文章也探讨了虚假新闻、社交媒体隔离、监控反乌托邦以及网络团结的短暂性等问题。本文并非泛泛的文献综述, 而是提供了一个整合性的概念框架, 将理论与政策和实践相结合。文章最后为希望利用社交媒体的连接力量并减少其分裂风险的政策制定者、平台设计者和灾后重建专家提出了具体建议。 Este manuscrito investiga el papel de las redes sociales como “puentes digitales” que conectan a individuos, grupos y organizaciones dentro de una comunidad en la recuperación tras un desastre. Al sintetizar investigaciones de estudios sobre desastres, la teoría del capital social y la literatura sobre comunicación digital, el artículo se basa en evidencia empírica sobre las redes sociales que apoyan la conciencia situacional, la movilización comunitaria, la narrativa digital y la solidaridad intercultural. Simultáneamente, también examina los problemas de las noticias falsas, el apartheid en las redes sociales, la distopía de la vigilancia y la naturaleza efímera de la solidaridad en línea. En lugar de una revisión bibliográfica general, el artículo ofrece una síntesis conceptual integradora que conecta la teoría con las políticas y la práctica. Concluye con sugerencias concretas para legisladores, diseñadores de plataformas y especialistas en recuperación que desean aprovechar el poder de conexión de las redes sociales y, al mismo tiempo, reducir sus peligros de separación.
