Une théorie de l’Etat social

Abstract

Dans cet article, on se préoccupe de définir l’Etat social. Pour ce faire, on se dote d’une vision renouvelée de la structure institutionnelle de base de la société moderne. L’Etat social est alors conçu comme une composante plus ou moins développée de tout Etat moderne. Ce qui se met en place au XXème siècle dans les principaux pays occidentaux, en réponse à la question sociale posée dans chaque Etat-nation à la fin du XIXème siècle, et qui comprend la protection sociale, les régulations du marché du travail, les services publics et les politiques macroéconomiques de soutien de l’activité et de l’emploi n’en est qu’une forme particulière. On conclut en montrant que la question écologique impose un élargissement du concept et que l’on ne peut y répondre en restant enfermé dans les logiques de justification propres à la modernité occidentale.
