Narrative Policy Framework - polityka publiczna jako walka opowieści

Abstract

Głównym celem artykułu jest przedstawienie polskim czytelnikom najważniejszych informacji dotyczących jednej z nowszych teorii procesu polityki publicznej - Narrative Policy Framework (NPF). NPF zakłada, że zasadniczą rolę w procesie polityki publicznej odgrywają narracje polityki publicznej. Są to strategicznie konstruowane opowieści dotyczące przyczyn i rozwiązań problemów polityki publicznej. Aktorzy posługują się narracjami, aby osiągać swoje cele, np. wdrożenie polityki najbliższej ich preferencjom. Na przykładzie rządowego programu "Dobry start" w artykule przedstawione zostały praktyczne zastosowania NPF na poziomie mikro, mezo oraz makro.
