[eng] Local development and national policy: an institution alist reading of the sardinian case - An Italian national act on the settlement of rural tenancy in whole Italy, dating from 1971, led to a spectacular and unexpected development of dairy ewe activity in Sardinia. Institutionalism allows to interprète this case as a rule selection, made operational by local social groups, in order to solve a conflict between shepherds and landlords, that was limiting regional development. [fre] Une loi nationale italienne de 1971, portant sur les baux ruraux, a provoqué en Sardaigne une dynamique spectaculaire de développement de l'élevage ovin laitier. La méthode institutionnaliste permet d'interpréter le cas étudié comme un processus de sélection d'une règle, rendue opératoire par les institutions et groupes sociaux locaux parce qu'elle les aidait à dépasser un conflit interne au système productif régional.
