Abstract

[eng] Non-Price Competitiveness in French Trade in Agricultural and Food Products on the Community Market, . by Emmanuelle Chevassus-Lozza and Jacques Gallezot.. . This study of the determinants for French exports of agricultural and food products within the Community market concludes that competitiveness cannot be limited solely to price concerns. Deterioration in the relative price ratio does not necessarily lead to a loss of market share. "Structural", "volume" or more generally "non-price" competitiveness comes into play in particular for food product quality and differentiation. Prices and non-prices would appear to be two complementary and non-interchangeable aspects of external competition wherein the non-price determinants are structural components influencing the price. Au terme de cette étude consacrée aux déterminants des exportations françaises de produits agricoles et agro-alimentaires sur le marché intra-communautaire, il ressort que la compétitivité ne peut se réduire au prix. Une dégradation du rapport des prix relatifs n'entraîne pas nécessairement une perte de part de marché. La compétitivité "structurelle", "volume" ou plus généralement "hors-prix" est mobilisée, particulièrement autour de la différenciation et de la qualité des produits alimentaires. Il apparaît que prix et hors-prix sont deux dimensions complémentaires et non alternatives de la concurrence externe et les déterminants hors-prix sont des composantes structurelles qui agissent sur le prix. Aus dieser Studie über die Determinanten der französischen Exporte von Agrarerzeugnissen und Nahrungsmitteln auf dem innergemeinschaftlichen Markt geht hervor, daß sich die Wettbewerbsfähigkeit nicht auf den Preis beschränken läßt. Eine Verschlechterung des Verhältnisses der relativen Preise hat nicht unbedingt einen Verlust an Marktanteilen zur Folge; derm auch die "strukturelle", "mengenmäßige" oder ganz allgemein "preisunabhängige" Wettbewerbsfähigkeit ist maßgebend, insbesondere bei der Differenzierung und der Qualität der Nahrungsmittel. Es zeigt sich, daß die preisbezogenen und die preisunabhängigen Merkmale zwei Dimensionen sind, die sich ergänzen und keine Alternativen zur externen Konkurrenz darstellen, und daß es sich bei den preisunabhängigen Determinanten um strukturelle Komponenten handelt, die auf die Preise einwirken. En este estudio se examina la hipótesis segûn la cual el nivel de efïcacia microeconómica influye en el grado de efïcacia de la políticas de regulación de los mercados agrfcolas. La ilustraciôn se refiere a la reforma de la Pac de Mayo de 1992 que confía en un frenado de la progresión de los rendimientos cerealistas. Utilizamos un enfoque no paramétrico dentro de un marco intertemporal para estimar las inefïcacias técnicas y de escala de una muestra de explotaciones cerealistas. Las ineficacias medidas se interpretan como ganancias potenciales de productividad, manifestadas aquí bajo la forma de incremento de los rendimientos cerealistas por hectárea. La resorción total de la ineficacia técnica pura conduciría así a un aumento comprendido entre el 10 y el 12 % de los rendimientos cerealistas.
