The Determinants of Performance Management Outcomes in Public Organizations in Sub-Saharan Africa: the Role of National Culture and Organizational Subcultures

Abstract

Performance management is one of the hottest topics in most countries today, and the rush for performance reforms has become a norm in Sub-Saharan Africa. However, few attempts have been made to explore the cultural dimension of public organizations which may have an impact on performance management outcomes. This paper explores the influence of national culture and organisational subculture on performance management outcomes of local governments. The study used in-depth interviews with 25 local government senior managers between May, July, and August 2017. The study found that norms of the larger society as well as subgroup norms, affect desired performance management outcomes.
