Abstract

Der Beitrag untersucht, wie sich Zuwanderung auf den inländischen Arbeitsmarkt auf die angestrebte Reduzierung des 'Mismatch', d.h. das gleichzeitige Auftreten von offenen Stellen und Arbeitslosigkeit, auswirkt. Er kommt zu dem Schluss, dass die Zuwanderung von Fachkräften dazu beitragen kann, kurzfristig den Mismatch auf dem Arbeitsmarkt zu verringern und langfristig einen positiven Beitrag zu Wachstum und Finanzierung der sozialen Sicherungssysteme zu leisten. Die vorliegenden empirischen Befund bestätigen, dass Zuwanderung zumindest langfristig weitgehend neutral ist für die Löhne und Arbeitslosigkeitsrisiken der einheimischen Bevölkerung. Die Probleme bestehen bei der Integration von Migranten und von Menschen mit Migrationshintergrund in Gesellschaft, Arbeitsmarkt und in das Bildungssystem. 'Diese Integrationsprobleme reduzieren die positiven gesamtwirtschaftlichen Effekte der Migration erheblich.' Der Autor plädiert für grundlegende Reformen des Bildungssystems, um Migranten und Menschen mit Migrationshintergrund unter der Zielsetzung der Ausweitung des Angebots an Fachkräften den Erwerb von Qualifikationen in Schule, Aus- und Weiterbildung zu erleichtern.
