Endeudamiento municipal y efectividad de las restricciones institucionales de disciplina crediticia (1988-2000)

Abstract

El período de cambios normativos profundos que actualmente afecta a los ayuntamientos españoles plantea un nuevo contexto plagado de incertidumbres y aconsejan realizar un balance del escenario en que se desenvuelve la Hacienda municipal. En concreto, el objeto de este trabajo es estudiar la situación financiera y crediticia de los municipios españoles desde 1988 hasta 2000, desagregando dicho análisis para considerar los distintos estratos de población, ya que pueden existir discrepancias relevantes asociadas a la configuración legal de las fuentes de ingresos y competencias de gasto que diseña la normativa nacional. En especial, dos son las cuestiones que pretendemos abordar con la presente investigación. Primero, sometemos a evaluación los preceptos que regulan el acceso de los municipios al endeudamiento y la tendencia histórica que presentan las políticas de deuda de los ayuntamientos españoles. El segundo objetivo tiene como finalidad realizar una aproximación econométrica al endeudamiento de los municipios españoles a través de la estimación de un panel por estratos de población, estableciendo un conjunto de hipótesis explicativas para la deuda municipal que se someterá a verificación empírica, restringiendo el período objeto de estudio a los ejercicios para los que se disponía de los datos de las liquidaciones presupuestarias (1988-1998).
