Tendencias del traslado de actividades en las manufactureras en Puerto Rico y el título de propiedad sobre la planta física, 2005-2011

Abstract

Este artículo presenta las tendencias de cierre por traslado de actividades de las manufactureras en Puerto Rico y su relación con los incentivos del gobierno para el establecimiento de plantas manufactureras en edificios con titulo de propiedad gubernamental. Esta investigación comprende el periodo de 2005 al 2011. Los datos utilizados fueron obtenidos de los informes estadísticos de cese de las empresas manufactureras de la Administración de Desarrollo Laboral del Departamento de Trabajo de Puerto Rico y los datos de titulo de propiedad sobre la planta física fueron obtenidos de los informes estadísticos y de los expedientes de arrendamiento de la Compañía de Fomento Industrial de Puerto Rico. Los datos indican que en los últimos años los traslados de actividades se aumentan a diferentes países, algunos que usan intensivamente la mano de obra (ej. México y Republica Dominicana) y a otros países con mayor intensidad tecnológica (ej. Singapur y Canadá). Además, los traslados de actividades de las multinacionales tienen implicación en la re-evaluación de la estrategia de incentivos para el desarrollo económico de la Isla. Más del 50% de las empresas que han hecho traslado/cierre de operaciones tenían incentivos de planta física. Esto implica que las estrategias que incluyen incentivos sobre arrendamiento de plantas físicas no son suficientes para retener las manufactureras localizadas en Puerto Rico.
