Una evaluación de la situación fiscal colombiana

Abstract

“El desequilibrio de las finanzas públicas y sus efectos potenciales sobre la estabilidad macroeconómica del país ha cambiado el foco del debate económico, que estuvo concentrado en anos anteriores en los efectos de la apertura económica y en el manejo adecuado de la bonanza petrolera. El documento presenta en la primera parte la evolución del gasto del sector público y matiza la noción de acuerdo con la cual el Estado colombiano ha crecido desproporcionadamente en los últimos anos. De igual manera, presenta la evolución del gasto del Gobierno Central, identificando con claridad los componentes que imparten la dinámica al gasto total y los esfuerzos que se vienen realizando en el último ano para mantener las finanzas públicas bajo control. Uno de los elementos que contribuye de manera importante al deterioro de las finanzas del Gobierno es la carga de los intereses, la cual alcanza el 2.5% del PIB en 1997, y refleja el efecto conjunto de la eliminación del financiamiento monetario del presupuesto y de la sustitución de endeudamiento externo por interno. En la segunda parte, se introduce al debate algunas alternativas de medición del déficit frente a las nuevas reglas y dinámica de contratación de la deuda pública. La tercera y cuarta partes complementan el análisis anterior con unas consideraciones sobre la dinámica de la deuda pública nacional y del déficit del sector público consolidado, respectivamente. La sección final presenta algunas consideraciones sobre las principales normas de tipo legal y constitucional que deberán modificarse en las próximas legislaturas para atacar el problema estructural de las finanzas del Gobierno Central.”
