Die Unzufriedenheit der Bürger mit den Zielen der Wirtschaftspolitik

Abstract

Seit den frühen siebziger Jahren werden die Bürger in den USA wie in der EU nach dem Grad ihrer Lebenszufriedenheit gefragt. Dabei zeigen sich nicht bloß Änderungen im Zeitablauf - leider vielfach in Richtung sinkender Zufriedenheit -, sondern auch enorme Unterschiede zwischen Personen und Ländern. Detaillierte Auswertungen zeigen, dass unter den personellen Faktoren eine aufrechte Ehe, Gesundheit und ein sicherer Arbeitsplatz von zentraler Bedeutung sind. Weniger Bedeutung kommt dem Einkommen zu : Zwar sind wohlhabende Bürger zufriedener als arme, doch führt steigendes Einkommen in wohlhabenden Ländern im Allgemeinen nicht zu mehr Zufriedenheit, weil sich die Bedürfnisse rasch anpassen. Auch beim Verlust des Arbeitsplatzes wiegen die psychologischen Folgen - der Verlust als solcher - viel schwerer als die damit verbundenen Einkommenseinbußen. Unter den gesellschaftlichen Bestimmungsgründen der Lebenszufriedenheit fallen vor allem eine halbwegs ausgeglichene Einkommensverteilung, ein hoher Beschäftigungsgrad und Partizipation ins Gewicht; mit ihrer Hilfe kann auch ein erheblicher Teil der Länderunterschiede erklärt werden.
