Die Entwicklung der ostdeutschen Lohnstruktur

Abstract

Wir analysieren die Entwicklung der Lohnstruktur in Ostdeutschland in den letzten zwei Jahrzehnten und vergleichen sie mit Westdeutschland. Beide Regionen verzeichneten zwischen 1995 und 2009 einen Anstieg der Lohnungleichheit, wobei die Lohndispersion in Ostdeutschland, insbesondere an der Spitze der Verteilung, die westdeutsche übertrifft. Wir zeigen auch, dass die Lohnungleichheit in Deutschland seit 2009 nicht mehr zunimmt und in Ostdeutschland sogar abnimmt. Kompositionelle Ver­änderungen in der Erwerbsbevölkerung und Veränderungen entlang der Beschäftigungsquote spielen nur eine untergeordnete Rolle für diese Entwicklung. Der starke Rückgang der Tarifbindung in Ostdeutschland hat ebenfalls nur einen geringen Einfluss auf die Ungleichheit gehabt. Die neuen branchenspezifischen Mindestlöhne nach 2008 können hingegen die gesamte Trendwende in der ostdeutschen Lohnungleichheit nach 2009 erklären. Nachfrageseitige Veränderungen scheinen einen wesentlichen Einfluss auf die steigende Lohndispersion an der Spitze der Verteilung zu haben
