Untersuchung der Reform des Kinderförderungsgesetzes in Sachsen-Anhalt

Abstract

Zahlreiche Studien über die Schulleistungen von deutschen Schülern haben aufgezeigt, dass der schulische Erfolg von Kindern positiv vom Sozialstatus ihrer Eltern abhängt. Diese Studien offenbaren überdies, dass Kinder einkommensschwacher und/oder bildungsferner Familien besonders von frühkindlicher, institutioneller Bildung profitieren würden, diese aber oftmals gar nicht oder nur in geringem Umfang nutzen. Amerikanische Langzeitstudien konnten zudem einen bedeutenden volkswirtschaftlichen Nutzen von insti tutioneller Betreuung sozio-ökonomisch benachteiligter Kinder nachweisen. Vor diesen Hintergründen wird mit Hilfe einer (nicht repräsentativen) Umfrage die in Sachsen-Anhalt im Jahr 2003 durchgeführte Reform des Gesetzes zur Förderung und Betreuung von Kindern in Tageseinrichtungen und Tagespflege untersucht. Diese Reform hat u. a. zu einer Herabsetzung des Betreuungsanspruches für bestimmte Kinder von einer Ganztags- zu einer Halbtagsbetreuung geführt. Es wird darauf aufmerksam gemacht, dass die damit verbundenen Kosteneinsparungen auf Seiten der Kommunen u. U. zu Lasten der zukünftigen Generationen gehen und die gerade in Deutschland bestehenden Bildungsungleichheiten verstärkt werden können.
