Examination of related diversification in laggard regions

Abstract

In regions of meagre technology and market activities, traditional innovation metrics (patents and trademarks filed at international offices) may provide limited insight of the mechanisms of regional diversification and therefore policies, including smart specialization. We argue that in such regions, innovation activity, of lower value, can become the seed needed to grow to innovation of international calibre. We provide support by examining both domestic and international patent and trademark activity for Greece's NUTS 3 regions during 2000–2016. We further implement the principle of relatedness and show that regions with related technology (market) capabilities are more likely to exhibit new technology (market) specializations. En regiones con escasa actividad tecnológica y de mercado, las métricas tradicionales de la innovación (patentes y marcas registradas en oficinas internacionales) pueden ofrecer una visión limitada de los mecanismos de diversificación regional y, por tanto, de las políticas, incluida la especialización inteligente. Se sostiene que, en tales regiones, la actividad innovadora de menor valor puede convertirse en la semilla necesaria para el crecimiento hacia una innovación de calibre internacional. Este artículo apoya con un examen de la actividad nacional e internacional en tema de patentes y marcas registradas para las regiones NUTS‐3 de Grecia desde 2000 a 2016. Además, se aplicó el principio de grado de afinidad y se demuestra que las regiones con capacidades tecnológicas (de mercado) afines tienen más probabilidades de mostrar nuevas especializaciones tecnológicas (de mercado). 技術や市場活動が乏しい地域では、従来のイノベーション指標(国際事務局で申請される特許や商標)では、地域の多様化のメカニズムの解明が限られる可能性があり、ひいてはスマート・スペシャリゼーションなどの政策が限られる場合がある。そのような地域では、価値の低いイノベーション活動が、国際的な水準のイノベーションに成長するために必要な種となり得る。2000~2016年に、ギリシャのNUTS3地域の国内および国際的な特許申請および商標登録の活動を検討することによりその裏付けを行う。さらに関係性の原理を実行すると、関連技術又は関連市場の能力がある地域は、新しい技術又は新しい市場の専門性を示す可能性が高いことが示される。
