Analysing public debt in the Mexican states: Spatial convergence, regional drivers and policy recommendations

Abstract

Considering that public debt is a priority for policymakers in Mexico, the aim of this paper is to examine the convergence or divergence in debt per capita and main drivers of debt in the 32 Mexican states in the period 2006–2021. The results support significant spatial correlation of debt/cap across states. Cross‐section and spatial dynamic regressions are used to analyse absolute and conditional beta‐convergence in debt per capita, and the divergence assumption is documented. The panel data models based on the method‐of‐moments quantile models and pooled mean group estimators indicate that poverty is the main determinant of debt, whereas foreign direct investment is insufficient to support the reduction in debt in the long run. These results provide evidence for a set of policy recommendations to ensure a sustainable debt path in Mexico. Bajo el supuesto de que la deuda pública es una prioridad para los formuladores de políticas en México, el objetivo de este artículo es examinar la convergencia o divergencia en la deuda per cápita y los principales impulsores de la deuda en los 32 estados mexicanos en el periodo entre 2006 y 2021. Los resultados confirman la existencia de una correlación espacial significativa entre la deuda per cápita en los distintos estados. Se utilizaron regresiones transversales y de dinámicas espaciales para analizar la convergencia beta absoluta y condicional de la deuda per cápita, y se documentó la hipótesis de divergencia. El resultado de los modelos de datos de panel basados en los modelos cuantílicos del método de los momentos y los estimadores de grupos medios combinados indica que la pobreza es el principal determinante de la deuda, mientras que la inversión extranjera directa es insuficiente para apoyar la reducción de la deuda a largo plazo. Estos resultados proporcionan pruebas que apoyan un conjunto de recomendaciones políticas para asegurar una vía hacia una deuda sostenible en México. 本稿では、メキシコの政策立案者にとって公的債務が優先事項であることを考慮して、2006~2021年のメキシコの32州における一人当たりの債務の収束または発散及び債務の主な要因を検討する。この結果は、州間における負債/資本の有意な空間的相関を支持するものである。クロスセクション回帰分析および空間的動的回帰分析を用いて一人当たりの債務の絶対的および条件付きβ収束を分析し、発散の仮定を立証する。モーメント法分位点モデルとプール平均群推定量に基づくパネルデータモデルから、貧困が債務の主要な決定要因であることが示されるが、長期的には海外直接投資では債務削減を支えるには不十分である。以上の結果から、メキシコの持続可能な債務経路を確保するための一連の政策提言のためのエビデンスが得られる。
