Abstract

Este artigo examina a forma como os decisores pú- blicos locais arquitectam as diferentes estruturas de go- vernança de serviços urbanos nos EUA. Depois de uma breve revisão da teoria sobre governança local, o estudo descreve o ambiente regulatório norte-americano no que concerne aos serviços de infra-estruturas locais (e. g., elec- tricidade, gás, água, saneamento e telecomunicações). Por conseguinte, identificam-se as boas práticas de governança local, incluindo a despolitização do processo decisório (no que toca à gestão operacional) e a abordagem “projecto a projecto” no financiamento de infra-estruturas urbanas (e. g., através da emissão de obrigações municipais isentas de imposto), garantindo a sustentabilidade económica dos serviços. O artigo reúne várias lições com utilidade para os gestores públicos europeus e levanta algumas questões que merecem uma investigação mais aprofundada.
