Este estudio recoge los elementos centrales de una propuesta sobre la entrega de recursos diferenciados en el sistema educacional chileno. La investigación analiza los fundamentos de una política compensatoria, que entregara mayores recursos a los establecimientos que atienden a niños más pobres; y, examina los aspectos centrales del diseño de esta política. Se discuten las opciones que existen y se justifica la elección de algunas de ellas; se consideran los instrumentos de focalización disponibles; y, se estima el monto de recursos necesarios para compensar a la población escolar más vulnerable. Finalmente, se plantean los requisitos que deberían cumplirse, tanto para la implementación exitosa de esta política, como en relación a su coherencia con otras políticas educacionales en aplicación.
