Calidad de vida y el desarrollo institucional de los municipios petroleros de Colombia (2000-2010)

Abstract

Los recursos naturales pueden ser una maldición para el desarrollo humano dependiendo de las instituciones. Para determinar si un declive institucional y el deterioro de la calidad de vida se presentan en forma independiente en los municipios petroleros del país se construyeron dos índices para el periodo 2000-2010. Los resultados sugieren que hay un umbral institucional, por encima del cual la relación entre regalías per cápita y calidad institucional es negativa, una situación necesaria pero no suficiente en los municipios que sufrieron la maldición de recursos naturales y que alerta sobre las políticas de estos municipios y la nueva reglamentación de las regalías.
