Im Zuge der Globalisierung, die sich beispielsweise im gemeinsamen Arbeitsmarkt der EU zeigt, werden die Mobilitätsbarrieren für Humankapital substantiell abgebaut. Die steigende Mobilität hat ambivalente Folgen für das Bildungsniveau der Arbeitskräfte in den einzelnen Ländern. Einerseits schränkt sie die Besteuerungsmöglichkeiten und damit den finanziellen Spielraum des Staats bei der Finanzierung des Bildungssystems ein. Sie birgt die Gefahr des Wegzugs hoch qualifizierter Arbeitskräfte. Andererseits erhöht Mobilität die privaten Anreize, in Bildung zu investieren. Diese gegenläufigen Effekte werden in diesem Beitrag analysiert. Wir argumentieren, dass „etwas“ mehr (aber nicht „zu viel“) Mobilität positive Folgen für ein Land als Ganzes hat. Außerdem skizzieren wir mögliche Konsequenzen für die Bildungspolitik.
