Homeoffice: Was wir aus der Zeit der Pandemie für die zukünftige Gestaltung von Homeoffice lernen können

Abstract

Homeoffice hat sich pandemiebedingt von heute auf morgen zum Arbeitsalltag vieler Beschäftigter entwickelt. Sofern arbeitsorganisatorisch möglich, galt es in vielen Bereichen der Arbeitswelt als naheliegender Ansatz der Pandemiebewältigung. Wie aber können wir die vielfältigen Erfahrungen der Pandemie nutzen, um Homeoffice auch später als zukunftsfähiges Arbeitsarrangement einzusetzen? Die Befunde aus vier Erhebungswellen (April, Juni und November 2020 sowie Januar 2021) der HBS-Erwerbstätigenbefragung dokumentieren, wie zufrieden oder unzufrieden Arbeitnehmer:innen im Homeoffice waren, und geben Hinweise an die Hand, welche Rahmenbedingungen gutes Homeoffice stützen. Der Report zeigt, dass Homeoffice gerade dann positiv erlebt wird, wenn - es im Betrieb bereits Erfahrungen mit Homeoffice gibt, das heißt, dass auch schon im Vorfeld Regulierungen zur Ausstattung mit mobilen Geräten vorhanden waren und dass aus der Ferne auf interne Netze und Datenbanken zugegriffen werden kann; - einer Entgrenzung der Arbeitszeiten über betriebliche Regulierungen zum Homeoffice vorgebeugt wird; - die Arbeitsbelastungen am heimischen Arbeitsplatz erträglich sind; - die Wohnsituation für das Homeoffice geeignet ist. Zugleich zeigen sich aber auch die Risiken und Nachteile des Homeoffice. Diese bestehen in erster Linie in den mangelnden Kommunikationsmöglichkeiten unter den Kolleg:innen und der Gefahr von Arbeitszeitentgrenzung und Überlastung.Außerdem belegen Erfahrungen mit Betriebs- und Dienstvereinbarungen zum orts- und zeitflexiblen Arbeiten sowie die Analysen solcher Vereinbarungen durch die Hans-Böckler-Stiftung, wie Homeoffice mit Unterstützung betrieblicher Mitbestimmung gelingen kann.
