Geht Auftragsforschung zu Lasten des wissenschaftlichen Outputs? Eine Analyse anhand der Daten einer Befragung öffentlicher Forschungseinrichtungen in NRW

Abstract

Es stellt sich die Frage, durch welche Merkmale sich Einrichtungen auszeichnen, die derzeit eine starke Betonung des unternehmerischen Elements aufweisen. Diese Frage soll anhand des Umfangs der auftragsbezogenen Forschung gemessen werden. Die Untersuchung hat damit keineswegs den Anspruch, alle denkbaren Spielarten unternehmerischer Orientierungen zu akzentuieren. Es geht vielmehr um einen ersten Versuch, sich den Konsequenzen der stärkeren Akzentuierung des unternehmerischen Elements für die grundlagenorientierte Forschungsleistung einer Forschungseinrichtung zu nähern. Zentrale Frage ist, ob sich der vermutete Zielkonflikt zwischen angewandter und grundlagenorientierter Forschung empirisch belegen lässt. Sofern die Vermutung stimmt, sollte eine stärkere Betonung der Auftragsforschung die Zahl der Publikationen negativ beeinflussen. Um dieser Frage nachzugehen, verwenden wir einen originären Datensatz, der auf Befragungsdaten für den Innovationsbericht 2007 des RWI Essen im Auftrag des Ministeriums für Innovation, Wissenschaft, Forschung und Technologie (MIWFT) des Landes NRW beruht. Die Arbeit gliedert sich wie folgt: in Abschnitt 2 wird kurz auf die Literatur zum Thema Forschungsförderung sowie auf Messprobleme eingegangen. Abschnitt 3 erläutert und begründet Herkunft und Aufbereitung der Daten. In Abschnitt 4 werden die Ergebnisse aufgezeigt, diskutiert und mögliche Erklärungen angeführt. Abschnitt 5 schließt die Studie ab.
