Die Hartz IV-Falle: Wenn Arbeit nicht mehr lohnt

Abstract

Nach mehr als fünf Jahren "Hartz IV" ist die Frage zu stellen, ob unter den günstigen Rahmenbedingungen des konjunkturellen Aufschwungs der Jahre 2006 bis 2008 das propagierte Konzept des "Forderns und Förderns" Früchte getragen hat, also die Langzeitarbeitslosigkeit nachhaltig abgebaut werden konnte, oder ob sich die Befürchtung bewahrheitet hat, dass die Anreize zur Rückkehr in reguläre Beschäftigung selbst bei einer Entspannung auf dem Arbeitsmarkt und einer Zunahme der Jobangebote zu gering sind. Um diese Fragen zu beantworten, wird in Kapitel 2 die Entwicklung der Arbeitslosigkeit im Rechtskreis des Sozialgesetzbuchs II ("SGB II-Arbeitslosigkeit") in Deutschland insgesamt und in den Bundesländern untersucht. In Kapitel 3 wird analysiert, ob und in welchem Umfang für ALG II-Bezieher aufgrund des Lohnabstands Anreizprobleme bei der Aufnahme regulärer sozialversicherungspflichtiger Arbeit bestehen und ob es unterschiedliche Arbeitsanreize je nach Haushaltstyp und Erwerbsprofil gibt. Auch hier wird eine regional differenzierte Analyse durchgeführt. Auf Grundlage dieser Lohnabstandsanalysen werden in Kapitel 4 zum einen wirtschaftspolitische Handlungsoptionen vorgestellt, durch die Anreizdefizite beseitigt werden könnten; zum anderen wird diskutiert, welche Maßnahmen für die Reintegration von ALG II-Beziehern in den regulären Arbeitsmarkt hinderlich wären. In Kapitel 5 werden wirtschaftspolitische Schlussfolgerungen aus den Untersuchungsergebnissen gezogen.
