Brauchen wir einen Kombilohn?

Abstract

Die Bundesregierung beabsichtigt, ein so genanntes Kombilohnmodell einzuführen. So soll die Beschäftigung in Deutschland erhöht werden. Der vorliegende Beitrag erläutert, was unter einem Kombilohnmodell zu verstehen ist, welche Modelle es bereits gibt, welche Reformvorschläge gemacht worden sind und was wirtschaftspolitisch getan werden könnte. Es wird dargelegt, dass es in Form des Arbeitslosengeldes II ein umfassendes Kombilohnmodell bereits gibt, neue Modelle also nicht nötig sind. Als Alternative zur Einführung neuer Kombilohnmodelle sollte eine zusätzliche Senkung des Beitragssatzes in der Arbeitslosenversicherung erwogen werden.
