Die Probleme des ÖPNV aus netzökonomischer Sicht

Abstract

Im Mittelpunkt dieses Beitrags steht die theoretische Analyse der ökonomischen Probleme des öffentlichen Personennahverkehrs. Dabei wird von den derzeitigen sektorspezifischen Institutionen in Deutschland (Personenbeförderungsgesetz, Verkehrsverbünde, öffentliche Zuschüsse etc.) weitgehend abstrahiert. All diese Institutionen bedürfen der Rechtfertigung. Sie können nicht Input sondern allenfalls Output einer konsequenten netzökonomischen Analyse sein. Der Beitrag unterscheidet die drei Problemfelder Wettbewerb, Allokation und Finanzierung. Es wird zunächst die jeweils dahinter stehende allgemeine Problematik in Netzen vorgestellt, bevor dann die sektorspezifische Relevanz des jeweiligen Problems im ÖPNV erläutert wird. Es zeigt sich, dass es auch im wettbewerblichen ÖPNV der Zukunft noch wichtige Aufgaben für die staatliche Wirtschaftspolitik gibt.
