Elementos Solidarios del Sistema de Pensiones

Abstract

Este artículo describe y analiza los elementos solidarios que componen el Sistema de Pensiones Solidarias que introdujo la reforma de 2008 al sistema de pensiones chileno. La comparación de las situaciones antes y después de la reforma demuestra que antes de la reforma el primer pilar del sistema de pensiones no cumplía satisfactoriamente con uno de sus principales objetivos, tal es la prevención de la pobreza en la etapa pasiva del ciclo de vida de los individuos. El nuevo Sistema de Pensiones Solidarias no solo cumple con este propósito sino que además entrega certidumbre a los individuos respecto de la cobertura que tendrán en caso de no poder financiar o financiar inadecuadamente una pensión para la vida pasiva. Asimismo, el nuevo diseño reconoce el trade-off entre protección e incentivos al esfuerzo individual integrando los beneficios solidarios entre sí y, a su vez, relacionándolos a los beneficios del segundo pilar de ahorro obligatorio. El artículo entrega estadísticas y caracteriza a los beneficiarios de Sistema de Pensiones Solidarias a diciembre de 2010..
