Biotecnología agropecuaria para el desarrollo en América Latina: Oportunidades y retos

Abstract

En este documento se realiza un análisis sobre el estado de la investigación y el desarrollo en biotecnología agrícola en los países de América Latina y el Caribe, en el contexto internacional de desarrollo del sector. Sobre la base de información obtenida a través de encuestas en 17 países de América Latina, se presenta una detallada descripción del estado de la biotecnología en cada país. De la información sobre los recursos humanos y financieros y de su análisis comparativo concluimos, en términos generales, que los niveles de inversión en la mayoría de los países de la región son pobres, y si bien los países con sistemas de investigación más avanzados, como Brasil, México y Argentina, destinan en términos regionales cantidades importantes de recursos humanos y financieros a la investigación en biotecnología, éstos no parecen ser de la magnitud requerida para asegurar la obtención de resultados. Respecto de las técnicas biotecnológicas utilizadas en cada país, se puede afirmar que todos los países en América Latina aplican técnicas biotecnológicas, pero en su mayoría estas son de tipo convencional. Finalmente, desde el punto de vista de los productos hay un claro contraste entre lo que tiene que ver con la producción de conocimientos y la actividad de patentamiento, lo que podría ser un indicador indirecto del potencial innovativo de los sistemas nacionales y la región como "utilizadora" de tecnologías generadas externamente.
