Das ESF-BA-Programm im Kontext der arbeitsmarktpolitischen Neuausrichtung der Bundesagentur für Arbeit : zur Umsetzung des Programms von 2000 bis Anfang 2005

Abstract

"Die 'Hartz-Gesetze' und die neue geschäftspolitische Ausrichtung der Bundesagentur für Arbeit (BA) haben erhebliche Konsequenzen für die Umsetzung der gesetzlich geregelten Arbeitsmarktpolitik. Dies gilt auch für die daran geknüpfte ergänzende Förderung der beruflichen Weiterbildung von Arbeitslosen und von Kurzarbeitern, des Coaching bei Existenzgründungen und der berufsbezogenen Sprachkompetenz von Personen mit Migrationshintergrund aus dem Europäischen Sozialfonds (ESF). Unter diesem Aspekt wird hier die Umsetzung des ESF-BA-Programms seit dem Programmstart im Jahr 2000 bis Anfang 2005 analysiert. Aufgezeigt werden wichtige Implementationsprobleme und aktuelle Zielkonflikte zwischen dem ESF und der Arbeitsförderung durch die BA im Rahmen des SGB III. Als Ergebnis werden Schlussfolgerungen und Empfehlungen für die Stellung der BA in der zukünftigen Förderperiode des ESF ab 2007 zur Diskussion gestellt." (Autorenreferat, IAB-Doku)
