Arbetslöshetstider i Sverige - utvecklingen 1976-1997

Abstract

I uppsatsen undersöks hur arbetslöshetens komponenter i termer av inflöde till arbetslöshet och arbetslöshetstider har utvecklats på den svenska arbetsmarknaden under perioden 1976-1997. Tyngdpunkten ligger på att undersöka det cykliska variationsmönstret i arbetslöshetstiderna. Utvecklingen av arbetslöshetstiderna studeras utifrån olika mått på arbetslöshetsperiodens längd och en viktig distinktion är den som mäter tvärsnittstiden respektive vistelsetiden. Det senare måttet kan tolkas som en indikator på arbetsmarknadens funktionssätt. Mot bakgrund av 1990-talets turbulenta utveckling på arbetsmarknaden ifrågasätts det beräkningssätt av vistelsetiden som traditionellt har använts i Sverige och som bygger på ett antagande att arbetsmarknaden karaktäriseras av steady state jämvikt. Detta kan leda till missvisande och felaktiga beräkningar av vistelsetiden. I uppsatsen undersöks detta genom att använda ett alternativt beräkningssätt som gör det möjligt att konstruera både ett steay state betingat mått och ett icke-steady state betingat mått på vistelsetiden. Ett huvudresultat från den statistiska analysen, som bygger på månadsdata från Arbetskraftsundersökningarna, är att det finns stöd för hypotesen att steady state betingade mått snedvrider estimaten på vistelsetidens längd vid cykliska variationer.
