Mondialisation et développement. Que nous enseigne l'enlisement des négociations commerciales de l'OMC ?

Abstract

Alors que la septième conférence ministérielle de l'OMC vient de s'achever (décembre 2009) sans parvenir à conclure le cycle de négociations lancées en septembre 2001, cette note revient sur un des dossiers clés de l'agenda de Doha : le traitement des PED-PMA dans le système commercial multilatéral. Après une présentation des termes de ce traitement, la note aborde les deux thématiques qui ont jalonné ces huit années de négociations : la différenciation et l'espace politique pour le développement. Constatant le blocage des négociations et fournissant des éléments explicatifs de cet état de fait, la note se conclue sur une proposition de rénovation du système de négociation de l'OMC.
