Abstract

Reducing CO2 emissions in the transport area: a marketable permit systems for cars and freight. – It is to credit of the Grenelle de l'Environnement that it almost establish a consensus throughout its participants, i.e. the need to act on the behaviours of transportation users, through a "carbon tax" or "climate contribution", that would be applied to car petrol. But there are acute concerns as to the social and economic consequences of such a plan. This article suggests an alternate system based on the marketable of rights to consume petrol, which would apply to cars and freight transport. This type of instrument can make the overall limitation of fuel acceptable to households and companies, while setting strong incentives to reduce consumption.
